(For those lacking context - a former Debian Developer attempted to sue a number of individuals and organisations, and the case was dismissed with leave to amend his complaint. He did so, and it has just been dismissed again)
He has the right to appeal, but due to the assertion that any appeal would not be taken in good faith, he is required to pay the relevant fees rather than being able to do so for free
