GSM cell towers are grouped into LAC areas. And... it seems those LAC numbers in Czechia have patterns in them -- way too many are divisible by 100 -- and they are actually consistent across 3 major operators. LAC 28752 is around Třinec, for example, in all three.

If someone knows more, tell me, there may be more patterns I missed.
