LACs are important. When your phone crosses a LAC boundary (an area), it reports to the operator so they know roughly where to find it. On GSM, you can even hear it if the phone is near a speaker. The communication happens with a cell tower — and there are quite a few in the area (dozens) — so you can be fairly sure the operator keeps records, and kind of “forever.” What’s worse, the network is built on something called SS7, and your security wasn’t really a priority there. So effectively, any operator could probably track you fairly cheaply. And when I say any operator, I mean basically anyone who can make a deal with an operator.
Areas are also important for battery consumption. If the operator has misconfigured the network, or if you’re unlucky and your living room ends up in a different area than your kitchen, you’ll notice it in battery use.
Yeah, if someone really wanted to spy on you and was willing to invest more than a few pennies, they have lots of ways to figure out which cell you’re in. Silent SMS, for example.
